It involves using a bad hand to outsmart your opponent and win against all odds; the psychological tactics are just as impressive as in chess. The page for entering mahjong mode, the waiting screen, states "Play civilly, stay away from gambling." It's clear the developers are afraid of being criticized, so they've left this disclaimer.
The rules of the mahjong game are exactly the same as the original, as you can see in the event introduction. Four people play at a table, playing as the avatar of the Child of the Flow. Potatoes replace coins. Accumulate a certain number of potatoes to exchange for related rewards, such as poster actions, poster backgrounds, etc., but skin rewards are not included.
The event also features friend and server-wide leaderboards, allowing players to view top mahjong players in the game and among their friends.
