According to PGL's official statement, in order to curb the self-superiority and vicious comparison mentality of players who claim to be stronger than anyone else in the e-sports circle, the authorities have to strictly implement this new rule.
This rule will be implemented from the PGL Wallachia Season 4, which has already started, and will be extended to every subsequent event including the Dota 2 The Internationals (TI).
Under the regulations of this rule, players attacking back and forth, mocking opponents, deliberately wishing opponents good luck, and deliberately leaving "GGWP" and other remarks after the game are all considered toxic chatting culture.
Violators will be given a verbal warning, penalties, or both, and repeat offenders may be banned by the organizer.
